Indian citizens need to give proper reason and show appropriate documents to deposit in RBI counters. For NRI's above reasoning and documentation  is not needed.

As per PM's statement on 9th Nov, followed by RBI's own circular listing main, regional and sub-regional branches ,it was made clear that anyone can exchange old 500&1000notes during the grace period 31  st Dec 2016 to 31st March 2017 at RBI following a given procedure. This is also very reasonable to expect and is followed in all civilized nations under similar circumstances. It is important for someone with authority to explain what ordinary citizens should do who are left with small amounts of old notes inadvertently.
